UN's Myanmar envoy visits city wracked by violence

MEIKHTILA, Myanmar (AP) ? Sectarian clashes between Buddhists and Muslims in Myanmar spread to at least two other towns in the country's heartland over the weekend, undermining government efforts to quash an eruption of violence that has killed dozens of people and displaced 10,000 more.

President Thein Sein declared a state of emergency in the region on Friday and deployed army troops to the worst hit city, Meikhtila. But even as soldiers were able to impose order there after several days of anarchy that saw armed Buddhists torch the city's Muslim quarters, unrest was reported in two other towns to the south.

Late Sunday, state television said that mobs burned down a mosque and 50 homes on Saturday in Yamethin, about 64 kilometers (40 miles) from Meikhtila, and another mosque and several buildings were also set ablaze in Lewei, further south near the capital, Naypyitaw.

The government has put the total death toll at 32, and authorities say they have detained at least 35 people allegedly involved in arson and violence in the region.

The spread of violence is posing major challenged to stability as Thein Sein's administration, led by retired military officers, struggles to reform the Southeast Asian country after half a century of army rule officially ended two years ago.

Two similar episodes rocked western Rakhine state last year, pitting ethnic Rakhine Buddhists against Rohingya Muslims who are widely denigrated as illegal migrants from Bangladesh and are denied passports as a result. The Muslim population of central Myanmar, by contrast, is mostly of Indian origin and does not face the same questions over nationality.

Analysts say the emergence of sectarian conflict here is a worrying development, one that indicates violent anti-Muslim sentiment has spread unabated into the country's heartland. Muslims make up about four percent of the predominantly Buddhist country's roughly 60 million people.

The bloodshed "shows that inter-communal tensions in Myanmar are not just limited to the Rakhine and Rohingya in northern Rakhine state," said Jim Della-Giacoma of the International Crisis Group. "Myanmar is a country with dozens of localized fault lines and grievances that were papered over during the authoritarian years that we are just beginning to see and understand. It is a paradox of transitions that greater freedom does allows these local conflicts to resurface."

"If a democratic state is the nation's goal, they need to find a place for all its people as equal citizens," Della-Giacoma said. "Given the country's history, it won't be easy."

On Sunday, Vijay Nambiar, the U.N. secretary-general's special adviser on Myanmar, toured Meikhtila and called on the government to punish those responsible.

He also visited some of the nearly 10,000 people driven from their homes in the unrest. Most of the displaced are minority Muslims, who appeared to have suffered the brunt of the violence as armed Buddhist mobs roamed city.

Nambiar said he was encouraged to learn that some individuals in both communities had bravely helped each other and that religious leaders were now advocating peace. He said the people he spoke to believe the violence "was the work of outsiders," but he gave no details.

"There is a certain degree of fear and anxiety among the people, but there is no hatred," Nambiar said after visiting both groups on Sunday and promising the United Nations would provide as much help as it can to get the city back on its feet. "They feel a sense of community and that it is a very good thing because they have worked together and lived together."

But he added: "It is important to catch the perpetrators. It is important that they be caught and punished."

In Meikthila, at least five mosques were set ablaze from Wednesday to Friday. The majority of homes and shops burned in the city also belonged to Muslims, and most of the displaced are Muslim. Dozens of corpses were piled in the streets, some of them charred beyond recognition.

During his trip, Nambiar visited some of the thousands of Muslim residents at a city stadium, where they have huddled since fleeing their homes. He later visited around 100 Buddhists at a local monastery who have also been displaced.

"The city is calm and some shops have reopened, but many still live in fear. Some still dare not return to their homes," said Win Htein, an opposition lawmaker from the city.

Myanma Ahlin, a state-run newspaper, carried a statement from Buddhist, Muslim, Christian and Hindu leaders expressing sorrow for the loss of life and property and calling on Buddhist monks to help ease tensions.

"We would like to call upon the government to provide sufficient security and to protect the displaced people and to investigate and take legal measures as urgently as possible," the statement from the Interfaith Friendship Organization said.

Muslims, who make up about 30 percent of Meikhtila's 100,000 inhabitants, have stayed off the streets since their shops and homes were burned and Buddhist mobs armed with machetes and swords began roaming the city.

Little appeared to be left of some palm tree-lined neighborhoods, where the legs of victims could be seen poking out from smoldering masses of twisted debris and ash. Broken glass, charred cars and motorcycles and overturned tables littered roads beside rows of burned-out homes and shops, evidence of the widespread chaos that swept the town.

Chaos began Wednesday after an argument broke out between a Muslim gold shop owner and his Buddhist customers. Once news spread that a Muslim man had killed a Buddhist monk, Buddhist mobs rampaged through a Muslim neighborhood and the situation quickly spiraled out of control.

Residents and activists said the police did little to stop the rioters or reacted too slowly, allowing the violence to escalate.

Occasional isolated violence involving Myanmar's majority Buddhist and minority Muslim communities has occurred for decades, even under the authoritarian military governments that ruled the country from 1962 to 2011.

Officials: U.S. training Syrian forces

The United States is training secular Syrian fighters in Jordan in a bid to bolster forces battling President Bashar Assad's regime and stem the influence of Islamist radicals among the country's persistently splintered opposition, American and foreign officials said.

The training has been conducted for several months now in an unspecified location, concentrating largely on Sunnis and tribal Bedouins who formerly served as members of the Syrian army, officials told The Associated Press. The forces aren't members of the leading rebel group, the Free Syrian Army, which Washington and others fear may be increasingly coming under the sway of extremist militia groups, including some linked to al-Qaida, they said.

The operation is being run by U.S. intelligence and is ongoing, officials said, but those in Washington stressed that the U.S. is providing only nonlethal aid at this point. Others such as Britain and France are involved, they said, though it's unclear whether any Western governments are providing materiel or other direct military support after two years of civil war that according to the United Nations already has killed more than 70,000 people.

The officials spoke on condition of anonymity because they weren't authorized to speak publicly about the program.

Officially, the Obama administration has been vague on the subject of what type of military training it may be providing, while insisting that it is doing all it can ? short of providing weapons to the rebels or engaging in its own military intervention ? to hasten the demise of the Assad family's four-decade dictatorship.

White House spokesman Josh Earnest said Monday the U.S. has "provided some logistical nonlethal support that has also come in handy for the Syrian rebels who are, again, fighting a regime that is not hesitating to use the military might of that regime against its own people.

"That is something we're going to continue to work to bring to an end," he told reporters.

It's unclear what effect the training has had in the conflict, which has become a quagmire with Assad's regime unable to snuff out the rebellion and Syria's opposition incapable thus far of delivering any serious blow to the ruling government's grip on Damascus and control over much of the country.

Some of the Syrians the U.S. is involved with are, in turn, training other Syrians inside the border, officials said.

They declined to provide more information because they said that would go too deep into intelligence matters. Defense Department officials insisted the Pentagon isn't involved with any military training or arms provisions to the Syrian rebels, either directly or indirectly. The CIA declined to comment.

The New York Times reported Monday that the CIA helped Arab governments and Turkey sharply increase their military aid to Syria's opposition in recent months, with secret airlifts of arms and equipment. It cited traffic data, officials in several countries and rebel commanders, and said the airlift began on a small scale a year ago but has expanded steadily to more than 160 military cargo flights by Jordanian, Saudi and Qatari planes landing in Turkish and Jordanian airports.

The training in Jordan, however, suggests the U.S. help is aimed somewhat at enhancing the rebels' capacity in southern Syria, the birthplace of the revolution two years ago when teenagers in the sleepy agricultural outpost of Dara'a scribbled graffiti on a wall and were tossed into jail, spurring Syria's own version of an Arab Spring uprising. Much of the violence since, however, has been in the northern part of the country where rebels have scored several military successes after the Assad regime cracked down brutally on peaceful protesters.

Despite months of U.S. and international support to build a cohesive political movement, however, Syria's fractured opposition is still struggling to rally Syrians behind a common post-Assad vision. And the opposition coalition appears as much hampered by its political infighting as its military deficiencies against an Assad regime arsenal of tanks, fighter jets and scud missiles.

The coalition's president, Mouaz al-Khatib, resigned his position on Sunday because of what he described as restrictions on his work and frustration with the level of international aid. He said Monday he would still represent the opposition this week in Doha, where the Gulf state of Qatar will host a two-day Arab League summit starting Tuesday.

Al-Khatib's resignation comes only days after the opposition chose Ghassan Hitto, a long-time Texas resident, to head its interim government after intense wrangling over posts and influence that U.S. officials say has strained the opposition's unity and caused friction among its primary benefactors Saudi Arabia, Qatar and Turkey.

It's also unclear how al-Khatib's departure will affect the U.S. goal of political negotiations with amenable members of the Assad regime to end the civil war, given the moderate preacher's support for talks. Much of the Syrian opposition, including Hitto, rejects such talks.

"He's been a courageous leader," State Department spokesman Patrick Ventrell said of al-Khatib.

"But the bottom line is what we're looking for is unity," Ventrell said. "We continue to support the coalition's vision for a tolerant, inclusive Syria. We want them to continue to work together to implement that vision."

Secretary of State John Kerry travels to Paris on Wednesday to meet French Foreign Minister Laurent Fabius for talks expected to focus on arming Syrian rebels. The discussions also are expected to touch on the suspected use of chemical weapons in Syria, according to French officials.

U.S. officials say there are strong indications that chemical weapons weren't used in an attack last week in northern Aleppo, over which the regime and the rebels have issued counterclaims.

Washington has said it will support a U.N. investigation.

RAMALLAH, West Bank -- Hundreds of Palestinians used President Barack Obama's visits to the West Bank during his trip to Israel to protest what they say is unfair treatment not just by the Israelis but by the American government.

"Obama came to reaffirm his absolute support to Israeli repression and occupation of Palestinians," said Abir Kopty, an activist and spokeswoman for the group Palestinian Popular Resistance Committee.

Despite Obama's appeals for ordinary Israelis to put pressure on their leaders to make a peace deal with the Palestinians, and urging them to put themselves in Palestinians' shoes, Kopty said Obama was part of the problem, not the solution.

"He is the most pro-Israel president in U.S. history, and I see him complicit in our repression," Kopty said.

President Barack Obama on Thursday urged the Israeli people to put themselves in the shoes of Palestinians and recognize their "right to self-determination, their right to justice." NBC's Chuck Todd reports.

On his trip, Obama would have caught a glimpse of what some Palestinians call a wall to peace: a nearly 30-foot-high concrete barrier constructed through much of the 440-mile border between the West Bank and Israel. He would have also been able to see the Israeli settlements peppered throughout the land the Palestinians hope will one day be a part of a sovereign Palestine.

Kopty and other activists erected more than a dozen tents in Bab al Shams, a village in the so-called E1 area of the occupied West Bank where Israelis plan to build thousands of new homes for settlers. ?Palestinians feel the area is crucial to a contiguous Palestinian state.

"They are illegal under international law," Kopty said. "They are part of an apartheid system implemented in the occupied territories since 1967, and with them, Israel has killed the so-called two-state solution."

Obama and past U.S. presidents have perpetuated the problems in the region,?Kopty said.

"The negotiations for two-decades have been a great cover-up for continuous Israeli violation, settlement expansion, displacement and home demolitions," she said. "His trip was full of words about promised peace, but he fails to tell us what actions he will take to stop, for example, Israeli settlements."

But for their part, Palestinian government leaders in the West Bank welcomed Obama's call for a Palestinian state to live side-by-side in peace with Israel.

"It is a path to a better future for all the peoples of the region," Palestinian Liberation Organization executive committee member Saeb Erekat was quoted as saying in Palestinian papers.

But Mustafa Barghouti, the head of the Palestinian National Initiative and member of the Palestinian parliament, said Obama needed to deliver more than appeasing words ? that he needs to make decisions and be more decisive when it comes to his Israeli partners.

"This is our very last opportunity for a two-state solution," he says. "If he doesn't stop the settlement activity, the only solution will be a one-state solution and it will mean a long way of suffering through an apartheid system."

Ashyle Horton had volunteered in the past for the program that runs the University of Arkansas campus food pantry, but showing up as a client was an entirely different experience.

?I was very fearful and nervous,? said Horton, 22. ?It felt so weird going to a food pantry to get help.?

The graduating senior says she desperately needed the pasta, rice and other staples on the food bank shelves, but she worried that others might judge her, that they would think she ought to be able to get by on her own.

?I never thought that I would be struggling as much as I have this year,? said Horton, whose already-stretched income dropped abruptly when her hours were cut at the disability services agency where she works.

Suddenly, she found herself among the 50 million people in the U.S. who live in food-insecure households each year, according to the U.S. Department of Agriculture.

Pushing past the stigma of need was a hurdle for Horton ? as it is for many who find themselves in that situation, says Angela Oxford, director for the Fayetteville school?s Center for Community Engagement.

Oxford is among the ranks of local, state and federal experts ? officials from program managers to academic researchers???who work to reduce the onus of needing help.

Amber Kelsall, a volunteer at the University of Portland State's student food pantry, on helping students in need.

?There is a stigma in that people just want to be able to take care of themselves,? Oxford said. ?People don?t want to have to get assistance.?

Across the U.S., safety-net programs aimed at reaching the nearly 1 in 7 Americans living in poverty struggle to reach those in need. Food stamp enrollment climbed to record levels following the recent recession, with nearly 48 million participants in December 2012.?

Still, 1 in 4 people who are eligible for food stamps don't sign up, on average, the USDA says. Participation drops sharply in certain subgroups, as well. Only 34 percent of seniors and 60 percent of working poor households who could receive food stamps actually do, the USDA says.

That?s largely because of the perceived shame of taking a hand-out, researchers say.

?Stigma seems to be a big barrier to participation,? said Colleen Flaherty Manchester, an assistant professor of management at the University of Minnesota who studies the issue. ?We find it to be quite substantial.?

In fact, psychological barriers appear to be three times greater than time costs ? the effort and hassle it takes to enroll???in determining whether people seek benefits, Manchester said.

?I think it has to do with feelings of reduced self-efficacy, reduced self-esteem, psychological pressure from going against the social norm,? she said.

Angela Oxford, the director of the center for community engagement for the University of Arkansas describes how the campus food pantry was created.    

Federal officials have tried to tackle the stigma issue in recent years. First they gave the Food Stamp Program a catchy new name -- SNAP, or Supplemental Nutrition Assistance Program. Then they traded conspicuous food stamp coupons for discreet electronic benefit cards.

The USDA now runs cheery radio ads touting SNAP as a nutrition program, not a welfare plan, and the agency has worked to ease red tape and to reach out to underserved populations.

As a result, some experts say that stigma about receiving benefits is less than it was a dozen years ago, when states like New York erected complicated barriers to simply apply for the aid.

?I think stigma in general has been falling as a quotient in affecting social behavior,? said Thomas Fomby, a professor of economics at Southern Methodist University in Dallas, who has just launched a research project into the causes of hunger in North Texas.

Others, however, say there?s still considerable room for improvement.

?Have you ever been to a DHS office?? asked Oxford, referring to state department of human services offices. Even with improvements, potential participants may face long lines, complicated paperwork and embarrassing questions about income and assets.

But critics of the federal food program believe that it should be more difficult to get government benefits. They take aim at SNAP's ballooning numbers and its $78 billion a year cost.

Portland State University student Leaf Zuk tells NBC's Diana Alvear he was embarrassed when he first came to the school's food bank ?and discusses what he feels is an unhealthy stigma associated with poverty in America.

?It remains a program that discourages work, rewards idleness and promotes long-term dependence,? the conservative Heritage Foundation?s Robert Rector and Katherine Bradley wrote last summer.

Other critics argue that it should be the role of churches and charities, not the government, to provide food to people in need.

That would include the Arkansas campus food pantry, which is one of 50 college and university programs that have sprung up nationwide. There, as elsewhere, the emphasis is on offering help without rubbing it in, Oxford said.

No one will eyeball a student?s laptop and cell phone and figure that he or she is a rich kid trying to scam the system, she said. Students can apply discreetly online for food, there?s rarely a long waiting line ? and they don?t get standard-issue boxes of food. Instead, clients are allowed to choose the foods they want from the pantry shelves.

?That?s part of the dignity piece,? Oxford said.

For Ashyle Horton, her need for the food pantry may end with graduation this spring. She has applied for City Year, a national service program, and she hopes to pursue a master?s degree after that. But her months of accepting pasta and rice from the pantry have given her more empathy for others in that situation, she says.

"I don?t like to tell people when I?m in need,? she said. ?I like to help other people.?
