Global shares rise, dollar softens after data dampens prospects for Fed tapering

LONDON (Reuters) - The dollar softened and European shares edged up to a two-month high on Monday after last week's batch of U.S. data left investors less sure the Federal Reserve would start to scale back its stimulus next month.

The biggest mover in the currency market, though, was the New Zealand dollar, which slumped to a one-year low following revelations of a milk power contamination scare from Fonterra , the world's biggest dairy products exporter.

European shares started 0.4 percent higher following a record close on Wall Street last Friday when the latest U.S. jobs report undermined hopes the Fed would begin to trim its $85 billion a month in bond purchase as soon as next month.

"I suspect those hoping for a taper in September will be disappointed," said Michael Ingram, market commentator at BGC.

As investors trimmed dollar holdings on the changing outlook, the greenback fell 0.6 percent to 98.32 yen and the euro firmed slightly to $1.329, clinging to its gains from Friday, when it rose 0.5 percent versus the dollar.

"It looks like we're in for a slightly choppy and frustrating time as the market tries to get some clarity on the Fed and what might happen in September," said Simon Smith, chief economist at FXPro.

U.S. 10-year T-notes traded at a yield of 2.611 percent, still below Friday's high of 2.749 percent, which was just below a two-year high of 2.755 percent hit in July.

The New Zealand dollar hit a low of $0.7670 to reach lows not seen since June 2012 on the brewing milk powder scandal.

China said it halted imports of dairy products from New Zealand after New Zealand dairy exporter Fonterra said at the weekend it had found bacteria in some of its products that could cause botulism.

"It's a pretty serious development for New Zealand given how important dairy is. But what usually happens with these food quality issues is that as details come out, people tend to feel more reassured," said Chris Tennent-Brown, FX economist at the Commonwealth Bank in Sydney.

The Australian dollar also slipped sharply, to a three-year low of $0.8848, after the country's retail sales data fell short of market forecasts and reinforced expectations of further rate cuts by the Reserve Bank of Australia (RBA).

Franklin makes it 5 golds at world championships

BARCELONA, Spain (AP) ? Missy Franklin got back to winning at the world swimming championships, and now she's joined a very select club.

With one more victory, she'll really be in some elite company.

Franklin won her fifth gold medal of the championships with an easy victory in the 200-meter backstroke Saturday, tying the record for most victories by a female at the every-other-year world meet.

The 18-year-old American matched Tracy Caulkins of the U.S., who won five times at the 1978 worlds in Berlin, and Libby Trickett of Australia, who did it at her home championships in Melbourne six years ago.

Franklin has one event remaining ? the 400 medley relay ? and a chance to join Michael Phelps, Mark Spitz and Kristin Otto as the only swimmers to win as many as six golds at the worlds or the Olympics.

The winning time was 2 minutes, 4.76 seconds. Belinda Hocking of Australia took the silver, more than a body length behind Franklin, while Canada's Hilary Caldwell claimed the bronze.

"That was awesome," said Franklin, who has already bettered her performance at the London Olympics, where she won four golds and a bronze. "The 200 back is my favorite race, but it's probably my most painful."

If she was hurting, it sure didn't show. Midway through the race, Franklin has already pulled out to a comfortable lead. Everyone else was chasing the other two spots on the podium. She was chasing history.

"It's incredible," she said. "I couldn't have ever imagined this coming into the meet. It's nice knowing after London that I was still able to motivate myself and all that work that I put in this past year has still really been worth it and I've been able to do what I've been done here."

Meanwhile, after an epic night of swimming, Ryan Lochte finally ran out of gas on his 29th birthday.

He had the top time coming into the final of the 100 butterfly, but only managed a sixth-place finish. Chad le Clos won the gold, leaving no doubt he is the new king of the fly as long as Michael Phelps stays in retirement. The personable South African touched in 51.06, completing a sweep of the 100 and the 200 in Barcelona. Laszlo Cseh of Hungary claimed the silver, while Poland's Konrad Czerniak picked up the bronze.

The previous night, Lochte pulled off a stunning triple, winning two gold medals and setting a personal best in the 100 fly semifinals. But he couldn't match it in the final, trailing all the way and finishing in 51.58 ? a tenth of a second slower than the previous day, even though he was better rested.

The Americans also faltered in the 50 freestyle as Brazil's Cesar Cielo won his third straight world title.

Despite undergoing surgery on both knees after the Olympics, and not even bothering to enter the 100 free, Cielo showed he's still the man to beat in the furious, foamy dash from one end of the pool to the other. His time was 21.32, edging Russia's Vladimir Morozov by 0.15. The bronze went to George Bovell of Trinidad.

In a star-studded final, Nathan Adrian of the U.S. only managed fourth, reigning Olympic champion Florent Manaudou was fifth, and American Anthony Ervin sixth.

Cielo celebrated wildly, screaming and pumping his fists while straddling a lane rope. Then, as always, the tears flowed freely while the rousing Brazilian anthem played and his country's flag was raised toward the roof of the Palau Sant Jordi.

Jeanette Ottesen Gray of Denmark won gold in the 50 butterfly, a non-Olympic event. She touched in 25.24. China's Lu Ying claimed the silver, while the bronze went to Ranomi Kromowidjojo of the Netherlands. American Dana Vollmer finished last in the eight-woman field.

Ruta Meilutyte of Lithuania broke a world record that was set only hours earlier in the women's 50 breaststroke. In the second semifinal heat, Meilutyte ripped off a time of 29.48, beating the mark set in the morning preliminaries by Russia's Yuliya Efimova.

Efimova was swimming the same heat as the 16-year-old and touched second in 29.88, just off the mark of 29.78 she held for not even a day. She had broken the previous record set by American Jessica Hardy in 2009 at the height of the rubberized suit era, 29.80.

The 50 breaststroke is another event not on the Olympic program. Still, it goes down as the second world record for Meilutyte at these championships. She also set one in the semifinals of the 100 breast before winning gold in the final.

As for Franklin, she's got a whole bunch of golds to lug home to Colorado.

And maybe one more to go.

"I'll probably just throw 'em in my swim bag and carry 'em on," she joked.

Nexus 7 (2013) Review: The Best 7" Android Tablet Ever, But Better

I like tablets, and I love tablet apps. Don?t take that the wrong way - I love my Nexus 4, and I use it constantly, but there?s something different about tablets. A large, beautiful screen filled by an app that really shows off the functionality that comes with Android's design language is a great experience. Make that tablet super portable, fast, and priced right, and you?ve got my heart.

Okay, maybe that?s not all it takes for a tablet to win my heart. It takes a little more. In reviewing the new Nexus 7 (hereafter referred to as NN7), I wanted to find out for myself if Google?s newest seven-inch tablet is one that could win my affection - and use - both as a consumer and as a tech journalist.

That?s a tall order, but I?ve spent some quality time with the NN7 and I?m ready to dive into my honest thoughts.

In a Nutshell

To put it plainly, the Nexus 7 is a great tablet. Its few shortcomings are far outweighed by its superlative display, great sound, and overall design. If you're in the market for a seven-inch tablet (regardless of price), this is the one you want.

Before diving in, here's a quick rundown of the Nexus 7's primary strengths and weaknesses.

The Good

  • The Display ? The Nexus 7 has a dazzling, sharp, contrasty, bright, all around great display. I love it. I haven't loved a mobile display like this since the Nexus 10.
  • The Sound ? Audio is produced at reasonably loud volumes with clarity and depth.
  • The Form Factor ? In my mind, this tablet is just the right size and shape for something under 10". It's big enough to be differentiated from my phone's display but small enough to hold comfortably and work quickly.
  • Performance ? I'm not a huge gamer, but the day-to-day tasks that I use the Nexus 7 for are executed masterfully, and Android is buttery-er than ever.

The Not So Good

  • Speaker Placement ? Going into my purchase I didn't think this would be a big deal, but the rear-facing speakers are kind of a sticking point. Sound is excellent, but I still feel compelled to hold my tablet in a way I wouldn't normally hold a rectangle so that I don't block the sound. And it is blockable.
  • Notification Light ? Having an LED notification light is actually a great thing, but with the new Nexus 7 there's a hitch ? it only seems to light up in one color. One of the things I love about the light on the N4 and N10 is that it is more functional and useful than a normal light, because different colors can alert you to different kinds of notifications.
  • No SD Card Slot ? This isn't a big deal for me personally, because I use very little local storage, but for a lot of people, the lack of SD support in Nexus devices continues to be problematic.

Closer Look

The Hardware (Outside)

The first thing anyone notices about a device is the hardware. The outside hardware, anyway. For the current Nexus line, the dominant visual feature is a black slab of glass. Shiny, elegant, and not just understated, but unstated altogether. Oh, and a notification light. The notification light is a good addition, but not as good as I'd hoped ? it appears to only light up white, making an app like Lightflow useless. This is problematic because while a notification LED is good, it isn't as good as it should be if it can't actually differentiate between types of notifications.

Knowing what kind of notification you have without turning anything on is a lot better than just knowing you have some kind of notification.

Once you do turn it on, though, a bright, crisp, vivid, pixel-packed display will smack you in the eyeball. But more on that later.

But what about the reverse? The first thing you?ll notice about the NN7?s back side is that it has a soft touch coating that?s different from the old Nexus 7, the Nexus 4?s edge band, and the Nexus 10. If I had to draw a comparison to another existing Nexus though, I?d say the NN7 feels like a dry version of the Nexus 10. Still warm and comfortable, but just a teeny bit rougher. This is most likely due to the material the back is made of.

The back also shows off a glossy inset Nexus logo situated horizontally if you hold the tablet in landscape mode, and an ASUS logo perpendicular to that along the bottom. You'll also find the tablet's dual stereo speakers and a 5MP camera, but we'll get to those soon enough.

The only physical buttons on the entire device are the power and volume keys. Strangely, these few buttons are kind of a problem area. They, like the Nexus logo on the back of the device, are glossy plastic, but the power button seems a little lopsided. From what I understand, I'm not alone in this experience. It's a minor quibble, but it doesn't bode well for the future of the button. Personally, I'd be fine if there were no buttons on the device whatsoever.

Overall the build quality feels pretty good. The more slender frame gives the Nexus 7 a more solid, weighty feel, even though the tablet weighs 50g less than its counterpart. The tablet, as I've said before, is also extremely easy to hold in one hand.

The Hardware (Inside)

Of course the most beautiful device is just as good as a really fancy paperweight if it doesn't actually perform. The Nexus 7, as detailed above, is packing 2GB RAM along with an S4 Pro chipset powered by a quad-core 1.5GHz Krait CPU and Adreno 320 GPU. (For a more graphic look at the NN7's insidey parts, check out iFixit's teardown).

It should be noted there has been some contention over the Nexus 7's SoC though ? according to AnandTech's mini-review, the NN7 sports DDR3 RAM and appears/behaves "more like an underclocked or lower binned Snapdragon 600."

Knowing all of this, the question has to be asked ? how does it perform? I won't spend time and space with a battery of benchmarks, but I will say that it shows solid performance. Granted I don't have a habit of playing games any more demanding than, say, Riptide GP2, but everything I do with the tablet is executed without effort, stutter, or the slightest hint of lag.

For those interested, we took a brief look at a couple of benchmarks shortly after the NN7's announcement.

The Display

This is probably my favorite part of the new Nexus 7. At 1920x1200, the display is no laughing matter ? Google touted it as the highest resolution seven inch display in existence.

Whether or not you consider density to equal resolution, the display is impressive. It's a major improvement over the original Nexus 7 not just in terms of pixel density, but in color, contrast, and brightness as well ? the NN7 is capable of displaying a 30% wider range of color than its predecessor, and is very noticeably brighter and more contrasty when compared in real life.

To help you get an idea of just how much more densely-packed the display is, here's a quick comparison under the microscope:

The only issue I've noticed with the display might be a nocebo ? it seems like sometimes long press actions are very finicky, almost like the slightest wiggle of a finger might break the long press. Otherwise it's great.

The display has really driven home for me the idea that a seven-inch tablet is perhaps even more versatile than its 10" counterparts ? watching movies is a great experience, using apps, browsing the web, and passing emails are all pleasant, and ? here's where a 7" slate has the leg up ? reading is superb.

It's not that I hate reading on the Nexus 10 or other similarly sized tablets, it's just that a 7" tablet feels so much more? correct for the purpose. Maybe because it's closer to the size of an actual book.

Before I wax any further, let's move on to the speakers.

The Speakers

The NN7's speakers were one of the highlights of Sundar Pichai's breakfast get-together. Google was sure to point out that they worked with Fraunhofer to craft three-dimensional "surround sound" for the Nexus 7's dual speakers.

This sounds very fancy. While the sound on the NN7's speakers is good (comparable to the quality of the N10, plus some interesting effects that I might not necessarily describe as "surrounding" me), what we are essentially talking about is an added layer of software for digital audio processing that aims to make things sound better and more realistic.?

The one complaint I have with the speakers, as I pointed out in my initial hands-on, is that they are on the back right in the middle of the curve. When using the tablet in landscape mode I feel like I have to hold it a certain way, instead of just letting my hands cradle it naturally. That's not an ideal experience, whether the sound blockage is real or imagined.

The Camera

The camera, in short, is not fantastic. It's decent, and it reminds me very much of the camera on the Nexus 4, but with a different resolution.

If your desire for a camera on your 7" tablet stems from the need to scan barcodes, you're all set. It handles regular photos pretty well too, if you're careful. Scenes with both bright and dark spots likely won't come out as even exposures, but if the scene you're looking to capture is well-lit, you've got nothing to worry about.

Personally the camera is a very small consideration for me, as I can count on one hand the number of times I've reached for my tablet specifically to take a photo.

The front camera is precisely what you'd expect from a 1.2MP shooter. Passable for quick video calls, but don't expect to get a selfie printed at 11x14 for the mantle.

Video is much the same as still photography, but with motion and sound. The sound is kind of unpredictable, though. In the video sample below, listen carefully and you'll hear all kinds of weird blips and noises underlying the actual audio of the scene. In a scene that's not quite so quiet, this would likely be unnoticeable though.

Battery

The NN7 actually has a smaller battery capacity than the old Nexus 7 ? 3950 vs 4325mAh. Whether this decision was made to keep the NN7 svelte, or because Google took a very ambitious bet on Android 4.3's powers of battery preservation is unknown.

What I do know, however, is that the battery on the NN7 is decidedly decent. Though smaller than the old Nexus 7, and though it powers a dense display, the battery seems to last about a day and a half on a charge in my use case, or even longer if my use is lighter than normal. While I'm still waiting for that major shift in battery technology to bring me days and days of use, a couple of days on a charge is pretty good ? in recent memory, I haven't been away from a power outlet for more than a day.

The Nexus 7 is rated for 9 hours of "active use," but in my experience, streaming a half hour of video drained about 9% of the battery, putting its longevity at about five hours in that use case. Obviously when users are performing other tasks, the battery usage becomes a bit less formulaic.

When idle, as expected, the tablet will last much longer. Just how much longer is as yet unknown ? during my time reviewing the Nexus 7, I haven't left it alone long enough to get an accurate picture. That said, battery drain overnight is negligible.

Of course, your mileage may (and probably will) vary.

Charging

A lot of people were surprised to find out that the new Nexus 7 doesn't have pogo pins like the old one. Of course, the old Nexus 7 dock won't work with the NN7, but that's okay (right?) because it supports Qi wireless charging!

But um? don't plan on using the NN7 with the Nexus 4 charging orb without a slight hassle.

While the device fits, it has to be in landscape orientation, and if you have any desire for the tablet to rest at a straight angle, you'll be fiddling with it for a while. The grippy ring on the orb is obviously meant for smoother surfaces ? it just doesn't hold as tightly to the textured back of the NN7.

If you don't mind all that, though, it'll certainly charge the device. I'm left wondering if Google plans to release a larger, perhaps grapefruit-sized charging orb (fingers crossed).

Android 4.3

Since the NN7 is Android 4.3's launch device, it's worth taking a minute to look at the latest version bump. Probably the most important enhancement Google brought to Android in the latest release, as far as tablets like the NN7 are concerned, is restricted profiles. Basically this feature expands on existing multiuser functionality by opening up the possibility for restricted user profiles, whose access to apps, settings, or features can be limited.

This was an important move because it makes it far easier for parents to feel comfortable giving their child a tablet, or for anyone considering a tablet to share with the rest of the family. This, along with Google's moves to improve the Android tablet experience for education (both primary and beyond) will make the devices more appealing to new groups.

As Jeremiah rightly pointed out, restricted profiles really is the most user-facing new feature in 4.3, but other small tweaks, like the new Wi-Fi location scanning feature, Bluetooth Low Energy, and OpenGL ES 3.0 make the user experience better from behind the scenes.

While 4.3 isn't the dessert some may have been hoping for, it's definitely a respectable OS bump and does add to Android's overall experience.

The Content Elephant in the Room

Something that most outlets love to hate about Android tablets is the lack of specifically tablet-friendly apps.

It is true that my mind is not boggled by the number or quality of tablet oriented, optimized, or even compatible apps, but maybe we're looking for the wrong thing.

Matias Duarte, in an interview with the Verge following the introduction of the original Nexus 7, explained that experiences should be uniform but adaptive across screen sizes, using Twitter's iOS app as an example of how changing the experience between form factors has the potential to be disruptive to the user's overall experience with the product (and, if I may extrapolate, their experience of the brand).

Rather than searching high and low for apps that specifically call themselves out as being made for tablets, we should instead be looking at apps that adapt to the tablet screen. This means considering how to move away from large phone interfaces and toward something that provides the same experience at a different size. The Google+ app is a great example of this, across phones, 7" tablets, and 10" tablets.

I think the other thing to consider is what you'll be doing on the tablet. Besides apps and games, a huge portion of my time with the Nexus 7 is spent consuming media, be it music, movies, tv, or other videos.

Media content is an area where the Play Store has really grown up fast lately, and while it still has some catching up to do, you will absolutely not be at a loss for content on the new Nexus 7.

Conclusion

In the end, is the Nexus 7 worth its $229 price of entry? In my opinion, it absolutely is.

If you're in the market for a seven-inch slate, or if you're just looking for an all-around great tablet, the Nexus 7 won't disappoint. It's got a sharp design, a great display, and it runs like a champ. In pretty much every category, it beats the seven-inch Google-branded tablet that ? at the time ? beat all other Android tablets.

As I said earlier, its few shortcomings are far outweighed by its strengths, and a low price point doesn't hurt it, either.

Hulu, HBO work with Google to add content to Chromecast

Hulu, the TV streaming company owned by major media companies, and Time Warner Inc.'s HBO said they're working with Google to add their paid-subscription services to the company's new Chromecast device.

Google last month introduced Chromecast, a small $35 dongle that plugs into a TV's HDMI input, to allow customers watch and control online videos without a remote control using Wi-Fi. It works with devices using Google's Android operating system as well as Apple Inc.'s iPhone.

Gaining content from Hulu Plus and HBO would help to round out Chromecast's content lineup and put Mountain View-based Google on better footing to compete with Roku and Apple TV, two competitors that also bring Web-based content to televisions and mobile devices. Google has said the gadget will also work with Pandora Media's music-streaming service and other content providers in the future.

"We are actively working with Google to bring Hulu Plus to the platform," Los Angeles-based Hulu said today in an e-mailed statement.

Time Warner's HBO is in talks with Google to add HBO Go to Chromecast, according to an e-mailed statement from the company today.

Hulu Plus, which had 4 million paid subscribers at the end of the first quarter and charges $8 a month, is owned by Walt Disney, Rupert Murdoch's 21st Century Fox Inc. and Comcast's NBCUniversal.

Chinese court rules against J&J in monopoly suit

BEIJING Health care giant Johnson & Johnson (JNJ) has become the latest global company accused of misconduct in China after a court ordered it to pay damages to a distributor in a lawsuit brought under an anti-monopoly law.

The ruling by a Shanghai court expands use of the vaguely worded, 5-year-old anti-monopoly law and raises the possibility of action against other foreign companies. It comes amid Chinese investigations of possible bribery, price-fixing and other misconduct by global suppliers of milk, pharmaceuticals and other products.

"This case is a warning to companies, including Chinese and foreign ones, that the Chinese government is increasing the intensity of anti-monopoly investigations," said Wang Xiang, a lawyer for the firm Orrick, Herrington & Sutcliffe.

Johnson & Johnson was found guilty of "vertical monopoly" for setting minimum prices its distributors could charge for surgical sutures, according to Thursday's ruling. The court said that caused the Chinese distributor to lose potential sales and awarded 530,000 yuan ($85,000) for lost profits.

A phone message left for Johnson & Johnson's spokesman in China was not returned.

There have been few court rulings so far on the law. That has fed uncertainty about how it will apply to global companies that are eager to expand in the world's second-largest economy.

Chinese regulators have cited the law in ordering changes to acquisitions or business practices. In 2009, they blocked Coca-Cola Co. from buying a Chinese fruit juice producer.

Business groups welcomed the 2008 law as a step toward clarifying operating conditions in China. Since then, they have said it is enforced more actively against foreign companies than against their Chinese rivals.

Beijing is especially sensitive to consumer prices at a time when Communist leaders face pressure to contain surging living costs.

Last month, two dairies -- Nestle SA and FrieslandCampina -- announced price cuts after authorities launched an investigation of possible price-fixing by foreign milk suppliers. They also were accused of using vertical monopolies.

Also last month, police detained four employees of GlaxoSmithKline on charges they bribed doctors to prescribe the British pharmaceutical giant's drugs.

The Johnson & Johnson ruling was the first involving a Fortune 500 company in an anti-monopoly case, according to lawyers and Chinese news reports.

The judge, Ding Wenlian, said the ruling reflected the law's intention of protecting consumers and "public interests," according to the government's Xinhua News Agency.

Johnson & Johnson was accused of improperly setting minimum sale prices to maintain its image as a premium brand, according to a court announcement. It said the company has since stopped imposing that condition on distributors.

The Chinese law says companies with a large market share must let market forces set prices. Companies with monopoly power are defined as one with 50 percent of sales in a given market or two that account for a total of two-thirds of sales.

The Johnson & Johnson ruling and price-fixing probes suggest Chinese authorities see all minimum price agreements as illegal, according to Ning Xuanfeng, a lawyer for the firm King & Wood Mallesons.

Companies that continue to use them "will be exposed to a great risk of being investigated or being sued," Ning said in an email. She said a company can be convicted of operating a "vertical monopoly" if a minimum price agreement is found to exist even if its sales are below the legal threshold for monopoly power.

Rainbow Medical Equipment & Supply Co. said it lost its contract with Johnson & Johnson in 2009 after it submitted a bid to supply sutures to a Beijing hospital at a price below the U.S. company's standard. Rainbow Medical it had worked for Johnson & Johnson for 15 years.

A Shanghai court rejected Rainbow Medical's lawsuit seeking 14 million yuan ($2.2 million). But a higher court ordered Johnson & Johnson to reimburse it for lost profits.

Foreign business groups also have expressed concern about a section of the anti-monopoly law that forbids abuse of intellectual property rights to hamper competition. Companies worry it might be used to force them to give know-how to potential Chinese rivals.

In the Coca-Cola case, regulators said its $2.5 billion bid for Huiyuan Juice Group would harm competition by giving the U.S. company too large a market share. Industry analysts said Beijing didn't want to see a successful homegrown brand fall into foreign hands.

Global travel warning: US cites al-Qaida threat

WASHINGTON (AP) ? The United States issued an extraordinary global travel warning to Americans Friday about the threat of an al-Qaida attack and closed down 21 embassies and consulates across the Muslim world for the weekend.

The alert was the first of its kind since an announcement preceding the tenth anniversary of the 9/11 terrorist attacks. This one comes with the scars still fresh from last year's deadly Sept. 11 attack on a U.S. diplomatic post in Benghazi, Libya, and with the Obama administration and Congress determined to prevent any similar breach of an American Embassy or consulate.

"There is a significant threat stream and we're reacting to it," said Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff. He told ABC News in an interview to be aired Sunday that the threat was "more specific" than previous ones and the "intent is to attack Western, not just U.S. interests."

The State Department warning urged American travelers to take extra precautions overseas, citing potential dangers involved with public transportation systems and other prime sites for tourists and noting that previous terrorist attacks have centered on subway and rail networks as well as airplanes and boats. It suggested travelers sign up for State Department alerts and register with U.S. consulates in the countries they visit.

The statement said that al-Qaida or its allies might target either U.S. government or private American interests. The alert expires on Aug. 31.

The State Department said the potential for terrorism was particularly acute in the Middle East and North Africa, with a possible attack occurring on or coming from the Arabian Peninsula.

U.S. officials pointed specifically to Yemen, the home of al-Qaida's most dangerous offshoot and the network blamed for several notable terrorist plots on the United States, from the foiled Christmas Day 2009 effort to bomb an airliner over Detroit to the explosives-laden parcels intercepted the following year aboard cargo flights.

"Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks both in the region and beyond, and that they may focus efforts to conduct attacks in the period between now and the end of August," a department statement said.

The alert was posted a day after the U.S. announced it would shut many diplomatic facilities Sunday. Spokeswoman Marie Harf said the department acted out of an "abundance of caution" and that some missions may stay closed for longer than a day. Sunday is a business day in Muslim countries, and the diplomatic offices affected stretch from Mauritania in northwest Africa to Afghanistan.

"I don't know if I can say there was a specific threat," said Rep. Eliot Engel of New York, the House Foreign Affairs Committee's top Democrat, who was briefed on the State Department's decision. "There is concern over the potentiality of violence."

Although the warning coincided with "Al-Quds Day," the last Friday of the Islamic month of Ramadan when people in Iran and some Arab countries express their solidarity with the Palestinians and their opposition to Israel, U.S. officials played down any connection. They said the threat wasn't directed toward a specific American diplomatic facility.

The concern by American officials over the Yemen-based al-Qaida in the Arabian Peninsula is not new, given the terror branch's gains in territory and reach during Yemen's prolonged Arab Spring-related instability.

The group made significant territorial gains last year, capturing towns and cities in the south amid a power struggle in the capital that ended with the resignation of Yemen's longtime leader, Ali Abdullah Saleh. A U.S.-aided counteroffensive by the government has since pushed the militants back.

Yemen's current president, Abdo Rabby Mansour Hadi, met with U.S. President Barack Obama at the White House on Thursday, where both leaders cited strong counterterrorism cooperation. Earlier this week, Yemen's military reported a U.S. drone strike killed six alleged al-Qaida militants in the group's southern strongholds.

As recently as June, the group's commander, Qasim al-Rimi, released an Arabic-language video urging attacks on U.S. targets and praising the ethnic Chechen brothers accused of carrying out the Boston Marathon bombings. "Making these bombs has become in everyone's ... reach," he said, according to the English subtitles on the video, reposted by private U.S. intelligence firm the IntelCenter.

"The blinking red intelligence appears to be pointing toward an Al-Qaida in the Arabian Peninsula plot," said Seth Jones, counterterror expert at the Rand Corp., referring to the branch of al-Qaida known as AQAP.

Britain also took action Friday in Yemen, announcing it would close its embassy there on Sunday and Monday as a precaution.

Britain, which closely coordinates on intelligence matters with Washington, stopped short of releasing a similar region-wide alert but added that some embassy staff in Yemen had been withdrawn "due to security concerns." British embassies and consulates elsewhere in the Middle East were to remain open.

Rep. Ed Royce, R-Calif., the House Foreign Affairs Committee chairman, said the embassy threat was linked to al-Qaida and concerned the Middle East and Central Asia.

"In this instance, we can take a step to better protect our personnel and, out of an abundance of caution, we should," Royce said. He declined to say if the National Security Agency's much-debated surveillance program helped reveal the threat.

The New York Times reported Friday night that American officials said the U.S. had intercepted electronic communications among senior operatives of al-Qaida.

Rep. C.A. Dutch Ruppersberger of Maryland, the top Democrat on the House Intelligence panel, also supported the department's decision to go public with its concerns.

"The most important thing we have to do is protect American lives," he said, describing the threat as "not the regular chitchat" picked up from would-be militants on the Internet or elsewhere.

The State Department issued another warning a year ago about potential violence connected to the Sept. 11 anniversary. Dozens of American installations were besieged by protests over reports of an anti-Islam video made by an American resident, and in Benghazi, Libya, the U.S. ambassador and three other Americans were killed when militants assaulted a diplomatic post.

The administration no longer says Benghazi was related to the demonstrations. But the attack continues to be a flashpoint of contention with Republicans in Congress who say Obama, former Secretary of State Hillary Rodham Clinton and others in the government misled the country about the nature of the attack after failing to provide adequate diplomatic protection.

Adventist Health System seeks ability to issue $4.4B in debt for construction projects: Exclusive

Adventist Health System/Sunbelt Obligated Group plans to issue as much as $4.4 billion worth of debt over the next three years to finance construction projects at 36 hospitals in five states ? including nine in Central Florida.

Adventist Health System, the parent company of Florida Hospital, will have a public hearing Aug. 29 at 7:30 a.m. at the Orange County Administration Center in downtown Orlando. The hearing, known as a Tax Equity and Fiscal Responsibility Act hearing, gives the public the chance to discuss the projects.

?This is not a request for the authority to issue bonds,? said Michael Ryan, partner with Orlando law firm Lowndes, Drosdick, Doster, Kantor & Reed PA, the firm representing the Orange County Health Facilities Authority, which is hosting the meeting. ?It?s not a commitment to borrow money to that extent. This is one of those technical IRS requirements.?

Still, the documents give a look at Adventist Health Systems? potential capital projects over the next three years. In Central Florida alone, the hospital could have as many as $1.9 billion worth of construction projects at nine facilities.

"They're all potential projects at this point," Ryan said. "Some may be pretty far along yet, and some may be nowhere, but they're on somebody's list."

The money can also be used to refinance existing debt issued to build older projects as well.

Richard ?Robie? Robinson, a founder of GrayRobinson PA and the attorney representing Adventist Health System, said the hospital system would still have to go through the normal channels to issue debt.

?You have to give the information to the public,? Robinson said. ?You still have to go through the process like a regular bond issue.?

Microsoft patent for Xbox One AR glasses pops up

This could all be yours, with your own pair of Microsoft AR glasses.

Microsoft recently filed a patent for augmented reality (AR) glasses that would allow users to play multiplayer games in real space with each other, according to documents from the United States Patent and Trademark Office (uncovered by NeoGAF). The patent covers not only the technology of the glasses, but also a system for player matching and information that the glasses would collect.

The filing includes patent art from the perspective of two boys wearing the glasses while sword-fighting in augmented reality over ?Jane Smith (The Queen)? as the user decides between games including Dance, Tennis, and ?search and find.? In the system Microsoft describes, users send voice invitations to play a game via the glasses, and then the glasses use eye-tracking, facial recognition, depth information, and ?device information? like gyroscope or accelerometer readings to conduct the game.

A leak last summer suggested that AR glasses were part of the long-term trajectory of Microsoft?s upcoming console, the Xbox One. The leaked PowerPoint showed that the company intended to first launch the console, then a pay-TV service, then ?Fortaleza? glasses that would not only work with the console over Wi-Fi but would present AR experiences in the real world as a mobile device via Xbox Live.

The roadmap suggested that these AR glasses would not appear until some time in 2015. That?s two long years before we can challenge real people to virtual swordfights over a real, but also virtual, queen.

What we saw last weekend in the Brickyard 400 from Ryan Newman was remarkable on so many fronts that it?s almost unbelievable. He won the pole. He won the race. His whole family was there. It was in his home state. I think they said Ryan?s family home was only like two and half hours from the track.

It really was a feel-good story but it has even bigger ramifications and here?s why. First, as many of you know, if you can run well at Indianapolis, you should run pretty well at Pocono, which is similar to its Indiana cousin. Just think what happens to the Chase landscape if Ryan were to go to Pocono this weekend and win there?

While I don?t believe there is enough time with only six races left for him to make it into the top 10 in points, getting that second win will pretty much guarantee him a wild card spot. So, that?s great for him, his team, his owner Tony Stewart and their sponsors.

Most everyone knows by now that Ryan is looking for a ride next year as he will not be returning to Stewart-Haas Racing. The win last week will have long-reaching effects into that search and what he can offer an owner and a sponsor in 2014.

With that pole, Ryan is now in the Sprint Unlimited race that kicks off Speedweeks in February in Daytona. With that win, Ryan is now in the Sprint All-Star Race in May at Charlotte Motor Speedway. My point is these are two high-profile events that Ryan is now qualified for that will generate added exposure for whoever his sponsor is in 2014.

Let?s return to the Chase and the second-win scenario. A second win, while probably locking Ryan into the Chase, might realistically knock a Kasey Kahne, or believe it or not, Ryan?s boss, Tony Stewart, out of the 2013 Chase.?

I think as an organization as a whole, Stewart-Haas Racing will make sure both Tony and Ryan have the best possible equipment at their fingertips and just let the drivers settle it on the track. Whoever makes the right calls in the pits and whoever wants it more will be the one?who makes it. Remember, though, there is still enough time for them both to make it in the 2013 Chase field.

The other big news coming out of Indianapolis was naturally the stranglehold that Chevrolet seems to have on that race. They have won 15 of the total 20 races run at the Brickyard so far. We know that all the manufacturers target the Brickyard 400 like they target the Daytona 500. Let?s face it, these are the two biggest marquee events on our schedule and there definitely is extra effort put into both.

I do think that Chevrolet?s dominance at the Brickyard and especially last Sunday has showed me how they have improved since we started the season off. I definitely see Chevrolet teams being dominant again this weekend at Pocono. Remember, Jimmie Johnson absolutely dominated and won the first Pocono race this year.

In years past, the Toyotas have been really strong at Pocono. Of course, it is well-documented the success Toyota enjoyed early in the season and then the rash of engine failures that followed. Toyota ended up backing the engines down some until they felt like they had a handle on the situation.

I am being told, though, that the Toyota engines should be back to full song at Pocono. So that will be one storyline to watch. As for the Fords, I honestly am not sure. I am just not seeing the head-to-head battles like I thought we would by this deep into the season. I?ll even take it a step further based on what I saw last Sunday. I believe I will be surprised if I don?t see a Hendrick-powered car win this weekend at Pocono.

WWE and Full Sail University present Hackathon

Students at Full Sail University are being presented with a unique challenge today. Fifteen teams of students will develop, test and present the next potential WWE action game!

WWE Hackathon is available exclusively to Full Sail students and is intended to highlight the fun and real-world challenges of game development with the possibility to win great prizes.

WWE Hackathon will employ the popular Unity game engine as the development platform to create potential games intended for smartphones or similar portable devices. The teams will be met with challenges along the way, including technology modifications and limits, as well as a secret requirement that will be revealed moments before the event begins.

The challenges ahead for the teams are daunting, but the prizes are worth the coding and design:

1st place:? $5,000 (split equally among team members), referral letter signed by each of the judges, tickets to a WWE Raw or SmackDown show in Florida

2nd place: $3,000 (split equally among team members), WWE merchandise packages

3rd place: $1,000 (split equally among team members)

Each team is required to have between five and eight members with the following minimum roles:

3 programmers, 1 content artist and 1 audio engineer.

Designers, producers, or other roles are also welcome, but are not required. The minimum team composition must be present and participatory at the Hackathon event or the team will be disqualified

Republicans hold key to progress in Washington

The US government was never intended to function with the extreme levels of partisan rancor of the Obama years.?Reagan would be remembered as a failure had he faced from Democrats the obstructionism of today's tea party-beholden GOP. But signs of hope also?lie with the Republicans.

The American democratic system of government was never intended to function with the extreme levels of partisan loyalty and rancor that have characterized the Obama years ? the like of which has not been seen since the years immediately prior to the Civil War.

This largely explains why President Obama, who was solidly elected to the presidency twice, can?t get more of his agenda through Congress. After all, the Republicans have only controlled one house of Congress during three of his five years in office. Ronald Reagan managed to get a lot done, even though the Democrats controlled the House of Representatives for his entire presidency.

But on every major issue, from increasing defense spending to cutting taxes, Reagan had allies in the Democratic Party.?Today, Mr. Obama cannot count on a single Republican vote on any vital matter before the House, and scant few in the Senate, outside of immigration.

Even Nixon, at the nadir of his presidency, had more support from the opposition for parts of his agenda than Obama has today.

Is the fault Obama?s? Has his cold professorial style alienated Republicans? Has he not moderated his agenda enough?

Moderated his agenda? Republican-style tax cuts made up a third of his 2009 stimulus. His health-care plan was largely the Republican alternative to Hillarycare. His (and the Fed's) response to the global securities collapse has sent the stock market skyrocketing, and sent no Wall Streeters to jail ? though at least one may be on his way. His immigration plan is very near to George W. Bush?s. His gun control plan in response to the horrific Newtown massacre was to the right of Reagan?s Brady Bill.

Sure, if a more experienced Washington insider had become president in 2009 ?? a Joe Biden or a Hillary Rodham Clinton ? it?s possible a few more Republican votes would have been gettable, but not enough to change the outcome on any of Obama?s key agenda items.

And of course, Obama has misplayed his hand badly on occasion. His rhetoric at the last fiscal cliff, that allowing sequestration to take place would be a disaster for the country, hasn?t turned out to be true. The Republicans who proclaimed there was more than enough fat in every agency to withstand the first round of cuts without widespread suffering, have been vindicated. Specific vulnerable populations have been hurt by sequestration, but it is far from the disaster Obama foretold.

But these are minor parts of the story. Most of the responsibility ? and possibility for progress ? lies with Republicans, especially in the House. (Several key Senate Republicans have forged a compromise on immigration.)

GOP members have seen that simply hugging Obama once can virtually end a Republican career (see the former governor of Florida, Charlie Crist). A single vote with Obama has done the same for several Republicans in Congress.

The tea party movement, which represents not a third party but the most conservative, populist elements within the base of the GOP, has defeated almost no Democrats. But its interventions in Republican primaries have sent home many Republican incumbents.

There were early signs of extremists holding lawmaking ? and even GOP agendas ? hostage in Congress. In the mid-1990s, GOP House speakers began following The Hastert Rule, named after Speaker Dennis Hastert. It commands that the leadership of the GOP in the House allow no bill to come up for a vote that doesn?t have majority support in the Republican caucus. And it can be read as an early harbinger of the grassroots extremism ruling Republican politics.

Wisconsin Athletic Club Opens Facility with Froedtert Health

In late 2013, Wisconsin Athletic Club (WAC) will open a state-of-the-art fitness and sports medicine facility in Menomonee Falls, Wis., in partnership with Froedtert Health, a regional health care organization.

?When released from sports medicine programs, oftentimes people are referred to clubs,? commented Chez Misko, the COO of Wisconsin Athletic Club. ?It?s a good idea to partner with the health care community.?

WAC has worked in some capacity with Froedtert Health since April 1999. In the past, WAC has partnered with Froedtert to offer specialized programs, including a 12-week cancer rehabilitation program, pre-op preparation and post-op rehabilitation programs.

The new facility will be split between the Wisconsin Athletic Club, which will occupy a one-story, 47,500-square-foot portion, and Froedtert Health, which will lease the 42,500 square feet of remaining space that spans two stories.

WAC?s section of the facility will feature a functional training studio, three group exercise studios, state-of-the-art fitness areas and upscale locker rooms. The aquatics center will include two indoor pools, a whirlpool and an outdoor lap pool.

Froedtert Health?s section will be committed to a wide variety of sports medicine and orthopedic services.

Misko is excited about the new facility, which broke ground in February of 2013, and believes the partnership will better position WAC in the local community. ?We?re looking to really tie into the community and really work with them on what their challenges are,? he said. ?When people are hurt, they?ll go to Froedtert Health, and when they?re healthier, they can come to us.?

Edward Snowden has said that he still has more information about the NSA than what he's already leaked, and we're now getting a look at another big piece of that. According to a new set of documents provided to The Guardian, the NSA is using a tool called XKeyscore that is said to be its "widest reaching" system for collecting information from the internet -- one that lets it examine "nearly everything a typical user does on the internet," as one presentation slide explains. That apparently includes both metadata and the contents of emails, as well as social media activity, which can reportedly be accessed by NSA analysts without prior authorization; as The Guardian notes, a FISA warrant is required if the target of the surveillance is a US citizen, but not if a foreign target is communicating with an American.

According to The Guardian, the amount of data collected is so large that content is only able to stored in the system for three to five days, or as little as 24 hours in some cases, while metadata is stored for 30 days. That's reportedly led the NSA to develop a multi-tiered system that lets it move what's described as "interesting" content to other databases where it can be stored for as much as five years. In a statement provided to The Guardian, the NSA says that "XKeyscore is used as a part of NSA's lawful foreign signals intelligence collection system," and that "allegations of widespread, unchecked analyst access to NSA collection data are simply not true. Access to XKeyscore, as well as all of NSA's analytic tools, is limited to only those personnel who require access for their assigned tasks." The agency further adds that "every search by an NSA analyst is fully auditable, to ensure that they are proper and within the law."

(AP) ? Pittsburgh Pirates manager Clint Hurdle firmly believes the city can become a baseball town once again.

At the rate his team is going, it might be by the end of the week.

Alex Presley hit a game-ending single with two outs in the 11th inning, lifting the Pirates to a 2-1 win over the St. Louis Cardinals in the opener of a doubleheader on Tuesday.

Presley hit a sharp bouncer that deflected off the glove of pitcher Kevin Siegrist (0-1) and away from shortstop Pete Kozma, who was moving toward second base. Kozma could not recover and the ball rolled into the outfield, allowing Russell Martin to sprint all the way home from second base.

With the win, the Pirates moved into first-place in the NL Central, at least for a few hours.

"It's a battle, it's fun," said Pittsburgh starter A.J. Burnett. "Let's roll from here. Let's keep going."

The win gave Pittsburgh its second victory in less than 24 hours over the Cardinals, who have lost a season-high five straight. Burnett pitched seven emotionally charged innings, giving up one run on three hits, striking out nine and walking three. Though he has just one victory since May 3, Burnett's performance set the tone and the bullpen followed his lead.

Vin Mazzaro (6-2) picked up the victory after retiring three of the four batters he faced in the 11th.

The Cardinals lead the NL in runs and batting average, but have scored just five runs in their last 47 innings and went 1 for 10 with runners in scoring position in the opener.

"We had some hard-hit balls with runners in scoring position," manager Mike Matheny said. "It just didn't work out."

St. Louis' best chance came in the 10th when they put runners on the corners with one out. Matt Holliday ripped a grounder that Pittsburgh shortstop Clint Barmes backhanded and turned into Holliday's NL-leading 24th double play of the season.

Lance Lynn was dominant in six innings for the Cardinals, but was long gone by the time Presley came through against Siegrist.

"He was right on, everything he was doing today," Matheny said of Lynn. "If we keep him doing it the rest of the season we're going to win a lot of games."

The Pirates survived by doing what they've done for most of the first four months of the season, riding another stellar effort from baseball's top pitching staff and getting just enough hitting to win.

Presley's slapper capped a 3-hour, 52-minute marathon that had all the makings of playoff baseball. A packed PNC Park ? on a Tuesday afternoon no less ? buzzed as Burnett and Lynn matched each other for the better part of two hours.

Burnett received a bit of help with two on and one out in the first when center fielder Andrew McCutchen made a diving grab of a sinking liner by Carlos Beltran. The Gold Glover then hopped to his feet and alertly doubled up Holliday.

Jay struck out swinging leading off the sixth but moved all the way to second when the ball slipped away from Martin, the Pirates' catcher, and rolled toward the backstop. Martin strolled to pick up the ball, thinking it was foul, allowing Jay to reach second base.

Martin, Burnett and Hurdle began an animated discussion with home plate umpire Eric Cooper that spilled over into Holliday's at-bat. At one point Cooper came out from behind the plate and walked toward Burnett, pointing at the pitcher and yelling.

The call, however, seemed only to fire up Burnett. The fiery ace struck out Holliday, got Beltran to fly out to left and knocked down a grounder by Mike Adams before emphatically firing to first to beat the lumbering Adams to the bag to get out of the inning.

The histrionics were even louder in the seventh when Burnett struck out pinch-hitter Allen Craig with the 113th and final pitch of his day. Burnett let loose an elaborate fist-pump before making his way to the dugout following arguably his sharpest outing of the season.

Lynn was just as spectacular. He needed to be on a day when he didn't receive the kind of backing that allowed him to enter the game with 12 victories, the second-highest total in the National League.

Pittsburgh scratched across a run in the first when Alvarez doubled home McCutchen, but the Pirates didn't get a runner to third over Lynn's final five innings. He allowed one run on three hits, striking out seven and walking just two.

NOTES: Cardinals CF Jon Jay's team record for consecutive errorless games ended at 245 when he misplayed a single by Pittsburgh's Starling Marte in the fifth inning that allowed Marte to advance to second. Jay's previous error came on Aug. 24, 2011 ... St. Louis sent struggling reliever Marc Rzepczynski to Cleveland on Tuesday in exchange for minor league infielder Juan Herrera. Rzepczynski had a 7.84 ERA in 10 1-3 innings this season with the Cardinals ... Pirates 2009 first-round pick Tony Sanchez will get his first big-league start at catcher in the nightcap.
