Pandora establishes 40-hour mobile listening cap for free users

Remember the good ol' days of Pandora? Well, it turns out that you were living in it until today. Just this afternoon, the music streaming service revealed that it's become necessary to return to the 40 hour caps from times long ago -- only this time around, it applies only to mobile users. If you may recall, Pandora dropped these caps in September 2011, but steeper royalty costs have forced the company's hand in the matter. What does this mean for you? Well, unless you fit within the four percent of Pandora listeners that jam out on a mobile device for more than 40 hours per month, you're unlikely to ever notice the change. Meanwhile, heavy users will need to pay $0.99 to continue listening for the remainder of the month. Naturally, you can also lay down $3.99 per month (or $36 per year) for Pandora One, which will kick both those limits and pesky ads to the curb.

Creationism Case: John Freshwater Lawyers Spar With Mount Vernon School Board In Ohio Bible Case

COLUMBUS, Ohio ? In a heated hour of arguments, Ohio Supreme Court justices sparred with lawyers Wednesday over the extent to which a now-fired public school science teacher had the right to push his personal religious beliefs in class.

A lawyer for the school board that dismissed John Freshwater in 2011 said he waved a Bible at his students, handed out religious pamphlets and espoused creationism in his evolution lessons.

Freshwater violated the constitutional separation between church and state and was rightfully fired, said David Smith, an attorney for the Mount Vernon School Board.

"You can't teach evolution from a Christian perspective" without violating constitutional protections against government establishment of religion, he said.

Freshwater's attorney, Rita Dunaway, said accounts of Freshwater's class conduct were exaggerated and that the instructor was exercising his academic freedom to explore controversial ideas.

"A Bible on a desk hidden amongst other clutter does not a religious display make," she said.

Dunaway said Freshwater had a laudable teaching record and his students scored well on standardized science tests.

Freshwater was dismissed in 2011 after investigators reported he preached Christian beliefs in class when discussing topics such as evolution and homosexuality and was insubordinate in failing to remove the Bible from his classroom.

Justices appeared perplexed, at times irritated, about what lawyers believed was the legal issue before them.

Justice Paul Pfeifer was incredulous when Smith argued that Freshwater's evolution class wouldn't have been covered under the school district's controversial-issues policy.

"So there's nothing controversial about evolution. It is a theory, isn't it?" he said.

Freshwater also had been accused of using a science tool to burn students' arms with the image of a cross, but that allegation was resolved and was not a factor in his firing.

Justices wanted to know Wednesday whether that incident played a role in Freshwater's dismissal. Smith speculated that attention surrounding that incident was what prompted the school board's investigation into Freshwater's 21-year career.

In its review, the board concluded Freshwater had used a high-frequency generator, which other teachers have used to demonstrate electrical current, to burn a cross onto a student's arm. The cross lasted a few weeks.

The student's family settled a federal lawsuit against the district in an effort to move on.

In his dismissal case, Freshwater is getting legal backing from the Charlottesville, Va.-based Rutherford Institute, a civil liberties group. Science education and humanist and secular groups have joined the side of the school board.

The school board argues that as far back as 1994, a middle school principal told Freshwater to stop distributing an "Answers in Genesis" pamphlet, which contained information about a creationist organization's seminar, according to a filing by board attorneys asking the court to uphold Freshwater's firing.

Freshwater also used a handout titled "Survival of the Fakest" to teach his students to doubt science, the board's attorneys said.

Two lower courts previously upheld Freshwater's dismissal.

At the back of the courtroom Wednesday, 17-year-old Esther Sorg and 18 other students from Wilmington Christian Academy about an hour southwest of Columbus were listening in as part of a school field trip.

Sorg said her science classes include evolution, and it seems public school classes could include the creationist perspective without harm.

"My eighth-grade science class was taught from a Christian perspective, but we discussed evolution as well," she said. "I thought that was good because I wanted to know what the current theories were."

Guest Post: Mobile advertising in 2013 and beyondGoMo News

by Dale Carr, CEO with LeadBolt

What will 2013 bring us? As happened in the early days of the Internet when publishers tried to use existing print, radio or even television models of advertising on the world wide web, we have seen the idea of ?banner ads? transferred from the browser to mobile devices. This may account for some of the dismal performance numbers that some experience. However, as more people begin to browse the web on mobile devices, there is going to be quite a bit of innovation when it comes to advertising. This is good for everyone in the equation ? publishers, advertisers, and consumers.

FTC and mobile privacy for children

The USA?s FTC (Federal Trade Commission) conducted some research in 2012 on the state of mobile apps when it comes to privacy and terms of service and children.

What they found was quite frightening to many people. There were quite a few mobile applications that were targeted toward children and did not have clear language about how personal information would be used for advertising purposes.

On December 28th 2012, the FTC issued a Press release concerning changes to the Children?s Online Privacy Protection Act.

Specifically, they added language to include mobile apps and browser plugins, things that weren?t around back in 1998 when COPPA (Children?s Online Privacy Protection Act) was first passed.

This is good news, but every mobile developer should make sure they are up to date and not breaking any laws with their mobile applications.

Location, location, location

One of the neat things about modern smartphones and tablet devices (and soon to be ?smart-watches?) is that they usually know the user?s location.

So, if a consumer is walking through the shopping mall or somewhere else, local retail shops (or restaurants) can wirelessly send coupons and specials when someone who has signed up for the service is within a certain distance of the business.

While there are a lot of apps that use location, it is very likely that this piece of information will be used more and more for advertising to mobile users.

This also brings up a lot of privacy issues, which means that privacy statements and terms of service for apps is likely to become more important in 2013 and beyond.

On the bright side, it may enable better targeted ads which is a win for the consumer as well as the advertiser.

Battle of the behemoths

Facebook has come a long way when it comes to making money with mobile in 2012, and this will likely continue in 2013 with more innovation to battle against the current mobile revenue giant ? Google.

With the purchase of Instagram for around $1 billion earlier in 2012 before their IPO, Facebook may be able to leverage the huge number of users of that app to pull even further ahead when it comes to mobile advertising revenue next year [2013].

Optimisation and experimentation

Mobile ad networks have access to a lot of useful data about consumers. Learning how to sift through this data and use it to optimise a better advertising experience is going to help with conversions ? connecting the right people with the right ad at the right time.

Additionally, there will likely be even more experimentation with multimedia advertising ? so called sticky or viral content ? as well as things like what Facebook is doing with their Sponsored Stories.

(It is important to note, however, that Facebook have taken a lot of flack from privacy watchdogs over the feature).

More traffic, more opportunity

Another positive for 2013 is likely to be even more people accessing the Internet via mobile devices.

While some research points to around 10 per cent of current web traffic coming from various mobile devices (smartphones and tablets), there are some who think this number may rise.

Namely with mobile access overtaking those who access the web on a traditional desktop computer or laptop.

This means the mobile advertising pie is going to be quite a bit bigger. And while the major players like Google, Facebook and others will grab the lion?s share of that revenue, there will be even more ?crumbs? for everyone else.

Jason Segel & Michelle Williams Break Up ? Stars Split Over Long ...

Are Michelle and Jason both single and ready to mingle? A shocking new report claims that the long distance killed their relationship but that the split was amicable.

Michelle Williams and Jason Segel have reportedly broken up. Us Weekly is reporting that Michelle, 32, who stars in the upcoming film The Oz the Great and Powerful, and Jason 33, the How I Met Your Mother actor, parted ways in early February.

Why Did Michelle & Jason Break Up?

Michelle and Jason were just on vacation in Mexico in January but even though they appeared to be happy together, it reportedly wasn?t enough to save their relationship.

They are said to have ?quietly? ended their romance because of the long distance with Michelle living in NYC and Jason in LA. This is a bummer because a source had recently said: ?Totally in love. Jason is obsessed with Michelle. He?s been doing all sorts of ?dad stuff? with her, like drawing and playing music.?

Jason even recently spoke about the relationship saying: ?I think we would just very much like to be happy. That?s all I?m going to say about it.?

This is so sad for us to hear! Lots of Hollywood relationships have to deal with long distance and that?s where lots of Skype comes in handy. But do you think that maybe because Michelle is a mom to 7-year-old Matilda Ledger, it was too tough for her to travel to LA to see Jason. Plus, Jason is filming a sitcom in LA so it?s not like he can just pick up and leave.

HollywoodLife.com reached out to both of their reps and we are waiting to hear back.

PST: US U-20 men beat Canada, qualify for WC

Final verdict for U.S. under-20 men?s national team in its drive for redemption, after the notorious qualification failure for the FIFA U-20 World Cup last time out: not the best performance in the world, and not exactly pretty, but job done.

Tab Ramos? young bunch of Yanks downed Canada tonight in Mexico, 4-2, qualifying for this summer?s FIFA Under-20 World Cup in Turkey.

The CONCACAF qualifying tournament goes on, but this was the money match; all four quarterfinal winners move on Turkey.

While the run has been less-than-perfect, Ramos? side has managed to improve each time out, which is certainly something to take away from the team?s trip into Mexico. Further credit, too, for not getting undone by Canada?s 23rd-minute goal Tuesday.

U.S. attacker Luis Gil was strong once again, recording the equalizer six minutes after Canada?s first-half strike. We told you about him earlier today on the blog, about this being a big year for the young man at Real Salt Lake.

The LA Galaxy?s Jose Villarreal had two goals for the United States.

Christie signs NJ Internet gambling bill into law - NewsOn6.com ...

By WAYNE PARRY
Associated Press

TRENTON, N.J. (AP) - Get ready for betting in your jammies, at work, from the kitchen table, or at the beach: New Jerseyans - and possibly many others - will soon be able to gamble over the Internet.

New Jersey Gov. Chris Christie signed a bill Tuesday legalizing Internet gambling, hours after the state legislature passed a revised bill that made the changes he wanted. They included setting a 10-year trial period for online betting, and raising the taxes on the Atlantic City casinos' online winnings from 10 to 15 percent.

New Jersey became the third state in the nation to legalize gambling over the Internet. The lawmakers' votes and Christie's signature marked the largest expansion of legalized gambling in New Jersey since the first casino began operating in Atlantic City in 1978.

Nevada and Delaware have passed laws legalizing Internet betting, which also is going on offshore, untaxed and unregulated.

"This was a critical decision, and one that I did not make lightly," Christie said. "But with the proper regulatory framework and safeguards that I insisted on including in the bill, I am confident that we are offering a responsible yet exciting option that will make Atlantic City more competitive while also bringing financial benefits to New Jersey as a whole."

The idea is to help the struggling casinos by attracting new gamblers who are not now visiting the casinos. The comps, like free hotel rooms, show tickets, meals or other freebies, would be accrued from online play, but would have to be redeemed in person at a casino, presumably enticing a player to spend more money while there.

Tony Rodio, president of the Casino Association of New Jersey, welcomed the new opportunities for his industry.

"The objectives for the continued stabilization, development and success of Atlantic City that Gov. Christie and our legislature has facilitated over the past couple of years have taken a significant step forward today with the passage of Internet gaming," he said.

The advent of Internet gambling is particularly good news for one of Atlantic City's most struggling casinos, The Atlantic Club Casino Hotel. It is in the process of being bought by the parent company of PokerStars, the world's largest poker web site.

"Our state leaders have stepped up, worked together and seized this moment," said Michael Frawley, the casino's chief operating officer. "New Jersey will be better for it as the benefits of I-gaming for our state are only beginning to be fully appreciated. We strongly believe that the economic development and reinvestment in Atlantic City, driven through I-gaming, will be remembered as a critical turning point for this proud town. We look forward to the renewed success this new law will surely bring."

The state is counting on that success, too. Budget figures released Tuesday by Christie envision contributions to the state's Casino Revenue Fund soaring from $235 million this year to $436 million next year, largely due to an influx of online gambling revenue.

But Donald Weinbaum, executive director of the Council on Compulsive Gambling of New Jersey, worried that expanding gambling options will increase the ranks of the estimated 350,000 New Jerseyans with a gambling problem. He also expressed concern about young, tech-savvy people developing gambling problems from playing online.

The bill will not take effect until the state Division of Gaming Enforcement sets a start date, sometime between three and nine months after the law is signed. Casino executives have estimated it could take six months to a year to get the system up and running.

It would allow the playing online, for money, of any game currently offered by Atlantic City's 12 casinos; online poker is expected to be a particularly popular option.

"I'm sure I'll experience it firsthand," said Jonathan Wanchalk, a Lancaster, Pa., business owner who said he frequently played poker online before a federal crackdown on offshore betting sites. "In college, I played poker a lot. It's basically where all my money came from. Especially with poker, when it was allowed and then it wasn't, I'm as curious as anyone else to see how it plays out."

Gamblers would have to set up online accounts with a particular casino, and could set daily limits on their play.

They also would be subject to the same per-hand limits as gamblers physically present in the casino. Casino executives say final rules have to be approved by the gambling enforcement division, but they expect the state to require gamblers to have to appear in person at a casino to open their accounts and verify their age, identity and other personal information. Payouts could be made remotely to a credit card account or bank account when a player cashes out, if the state approves such an arrangement, the executives said.

They conceivably could even gamble through social media sites, as long as the sites worked with casinos that have an online gambling license, according to state Sen. Raymond Lesniak.

Joe Brennan Jr., director of the Interactive Media Entertainment & Gaming Association, said a new industry is ready to take off.

"We were always confident this day would come, because even after he vetoed the original iGaming bill, Gov. Christie immediately came back to us, to try and find a way to make this happen," Brennan said. "It took a little longer than we expected, but in the end, it was done right, and now it's time for Atlantic City to take this and run with it."

And the Poker Players Alliance hailed the law's enactment.

"New Jersey has gone 'all in,' " said John Pappas, executive director of the group, which claims 1 million members, 20,000 of which live in New Jersey. "Residents now will have access to a safe and regulated online gaming market, and the state will have a new source for revenue and job creation - something the federal government has failed to do thus far."

The bill allows gamblers in other states to place bets in New Jersey as long as regulators determine such activity is not prohibited by federal or any state's law. It even has provisions for allowing people in other countries to play, although federal law would have to be changed before that could happen, Lesniak said.

Gunmen kill Pakistani officer escorting polio team

PESHAWAR, Pakistan (AP) ? Gunmen shot and killed a police officer Tuesday who was protecting a team of polio workers during a U.N.-backed vaccination campaign in northwestern Pakistan.

It was the latest of several attacks on Pakistani efforts to eradicate the deadly disease, found in only three countries in the world. Militant extremists view the vaccination campaigns as Western-backed plots to gain intelligence in sensitive areas and have frequently targeted the medical staff and those protecting polio teams.

No polio workers were wounded in Tuesday's attack in the Mardan district of Khyber Pakhtunkhwa province, said police officer Fazal Wahid. At least two attackers were hiding in a field near a narrow road as the polio workers walked by on their way to visit houses in the area, said Mardan Police Chief Inam Jan.

"The polio workers were going door-to-door and one police officer was protecting them when the gunmen suddenly attacked them near an open area and fled," Jan said, adding that the police were searching for the attackers but that so far no one had been arrested.

No one immediately claimed responsibility for the attack and it wasn't immediately known whether the police officer was targeted because he was protecting the polio team or for some other reason.

Janbaz Afridi, a senior health official, said the polio vaccination campaign continued in various parts of the province Tuesday despite the killing. "We have taken best possible steps for the safety of polio teams," he said.

In 2012, humanitarian workers, including those working to prevent the polio spread, were repeatedly targeted. According to UN figures, 19 humanitarian workers were killed last year in Pakistan. Of those deaths, 11 were related to polio, including a rash of shootings in December when nine polio workers were killed across Pakistan.

In an effort to protect people administering the vaccine, the government has increasingly sent police officers into the field along with the vaccinator. But they have come under attack as well.

On Jan. 29, gunmen riding on a motorcycle shot and killed a police officer protecting polio workers in the Swabi district in Khyber Pakhtunkhwa province.

Mazhar Nisar, a senior official working with the Prime Minister's polio monitoring cell, said at least 11 members of polio teams have been killed in various parts of Pakistan since December.

Some militant groups in Pakistan oppose the vaccination campaign, accusing health workers of acting as spies for the United States or the Pakistani government. They are also angered since it became known that a Pakistani doctor helped in the U.S. hunt for Osama bin Laden.

The physician, Shakil Afridi, ran a hepatitis vaccination campaign on behalf of the CIA to collect blood samples from bin Laden's family at a compound in northwestern city of Abbottabad, where U.S. commandos killed the al-Qaida leader in May 2011.

The samples were intended to help the U.S. match the family's DNA to verify bin Laden's presence there. In the recently released film about the search for bin Laden, "Zero Dark Thirty," a short scene shows a man going to vaccinate people at the compound where bin Laden was hiding.

The campaign however is portrayed in the movie as an anti-polio campaign, not anti-hepatitis.

The campaigns are made more complicated by the fact that many Pakistani residents are also suspicious of the repeated vaccination efforts going on across the country and fear the vaccines are intended to make Muslim children sterile.

Pakistan is one of the few remaining countries, along with Afghanistan and Nigeria, where polio is rampant. As many as 56 polio cases were reported in Pakistan during 2012, down from 190 in 2011. Most of the new cases in Pakistan were in the northwest, where the presence of militants makes it difficult to reach children for vaccination.

The virus usually infects children living in unsanitary conditions. It attacks the nerves and can kill or paralyze.

Most Popular A/V Receiver: Onkyo TX-NR Series

Most Popular A/V Receiver: Onkyo TX-NR Series A great receiver is the key to any home theater setup: it allows you to expand and connect more devices, gives you incredible control over sound quality and the individual components of your system, and it frees you of the limitations of your TV's speakers. Last week, we asked you which receivers you thought were the best, considering all of their features: inputs, audio quality, options, internet capabilities, and bang-for-the-buck. Then we took a look at the five best A/V receivers based on your nominations. Now we're back to highlight the winner.

Most Popular A/V Receiver: Onkyo TX-NR Series Leading the pack with just about 36% of the vote was the Onkyo TX-NR Series, most notably the TX-NR414 and the TX-NR616, both of which earned high praise from those of you who nominated it, and from our friends at the Wirecutter.

In second place with 25% of the vote was the Denon AVR Series, which pack in Denon's Audyssey sound optimization technology and tons of features at reasonable prices. Behind Denon in third with just over 21% of the votes cast was the Yamaha RX-V Series, which many of your praised for their bang-for-the-buck and their well-made Android app that allows you to control your receiver from your phone (although Denon isn't the only contestant in our rundown with mobile apps for remote control!) In fourth place was the slim and great-sounding Marantz NR Series, bringing in just over 9% of the total vote. Bringing up the rear in fifth were Emotiva's separates, for the home theater builder who doesn't want a single receiver, but would rather assemble their own discrete components.

The Hive Five is based on reader nominations. As with most Hive Five posts, if your favorite was left out, it's not because we hate it?it's because it didn't get the nominations required in the call for contenders post to make the top five. We understand it's a bit of a popularity contest, but if you have a favorite, we want to hear about it. Have a suggestion for the Hive Five? Send us an email at tips+hivefive@lifehacker.com!

Police: Mass. boy's rap videos inappropriate

(AP) ? A lawyer for the family of a 9-year-old Massachusetts rapper who appears in sexually suggestive videos is criticizing authorities' decision to investigate whether the boy is the victim of possible child abuse or neglect.

The boy who performs as "Lil Poopy," is a thriving, well-adjusted fourth-grader with a good home life, good grades and musical talent, attorney Joseph Krowski Jr. said Monday of client Luie Rivera Jr., who is of Puerto Rican descent.

"This is just what I would call a racially-tinged investigation because whoever watched it probably doesn't understand rap," Krowski said of his client's work. "...This isn't some child left alone that's not going to school. It all comes down to content in the videos, which is protected by the First Amendment."

On Sunday, Brockton police asked state child welfare officials to look into possible abuse after watching Lil Poopy videos following a feature story about him in local newspaper The Enterprise.

Police said Monday they haven't filed any criminal charges. A Department of Children and Families spokeswoman confirmed that officials are looking into concerns about the young Brockton rapper's welfare.

The investigation will include interviews with everyone who lives in the child's home and likely others who have contact with the 9-year-old, such as school officials, DCF spokeswoman Cayenne Isaksen said. Child welfare officials can refer the case to the local district attorney's office if an investigation finds any criminal behavior.

"The filers of this report wanted to make sure the child is being properly cared for," Isaksen said. "...So the department will look into all aspects of this."

The videos show the boy slapping a woman's buttocks, engaging in sexually suggestive dances and glorifying drug use and materialism.

The boy's father, Luis Rivera, told The Enterprise that his son is acting and not doing anything wrong.

The newspaper said Lil Poopy has performed alongside Sean "P. Diddy" Combs, and was discovered in his father's music studio by the rapper known as French Montana, who founded Cocaine City Records.

Lil Poopy music that was posted to an online mix tape site last October has lyrics that include him singing about being a "bad boy" and a "cocaine cowboy."

It showed about 8,600 downloads and 195,000 views by Monday afternoon.

YouTube posts also feature the boy singing "Coke ain't a bad word," and show him with Coca-Cola.

The Ascend P2 is getting the bulk of the attention at Huawei's booth at MWC 2013, but the Chinese company has a history of hiding an unannounced phone or two in less-visited corners of the booth. This time around it's the Ascend G526 that blends into the background, hanging out with a few other LTE-enabled devices. The G526, which hasn't been assigned any pricing or timeframe for availability (we've reached out to Huawei for more information), features a 4.5-inch qHD IPS display, Android 4.1 Jelly Bean and a dual-core 1.2GHz processor paired with 1GB of RAM. Additionally, it enjoys a 5MP rear camera and VGA front-facing cam, as well as a 1,950mAh battery and WiFi Direct support. There appears to be three variants of this device -- L11, L22 and L33 -- each one offering different frequencies for various carriers and markets. More details are forthcoming, but we'll update this post as we hear more.

The phone, which measures 133 x 67.5 x 9.9mm, is actually rather comfortable to hold in the hand. It's about par for the course when it comes to midrange handsets, with a slick plastic back that curves inward on each side so as to hug the edges. A 3.5mm jack can be seen up top while the power and volume buttons are on the right. Tragically, the micro-USB charging port is located on the upper left side of the phone, which is an incredibly awkward place when you're trying to use the device whilst it's chained to an outlet. We have a full gallery of images of the new device below.

Egypt's vote won't calm turbulent streets

CAIRO (AP) ? Egypt's streets are turning into a daily forum for airing a range of social discontents from labor conditions to fuel shortages and the casualties of myriad clashes over the past two years.

Parliamentary elections called over the weekend by the Islamist president hold out little hope for plucking the country out of the turmoil. If anything, the race is likely to fuel more unrest and push Egypt closer to economic collapse.

"The street has a life of its own and it has little to do with elections. It is about people wanting to make a living or make ends meet," said Emad Gad, a prominent analyst and a former lawmaker.

Islamist President Mohammed Morsi called for parliamentary elections to start in late April and be held over four stages ending in June. He was obliged under the constitution to set the date for the vote by Saturday.

"I see that the climate is very agreeable for an election," Morsi said in a television interview aired early on Monday. He also invited all political forces to a dialogue on Monday to ensure the vote's "transparency and integrity."

Morsi's decree calling for the election brought a sharp reaction from Egypt's key opposition leader, Nobel Peace Laureate Mohamed ElBaradei, who said they would be a "recipe for disaster" given the polarization of the country and eroding state authority.

On Saturday, ElBaradei dropped a bombshell when he called for a boycott of the vote. An effective boycott by the opposition or widespread fraud would call the election's legitimacy into question.

But in all likelihood, Morsi's Muslim Brotherhood and its ultraconservative Salafi allies will fare well in the vote. The Brotherhood has dominated every election in the two years since the 2011 uprising that ousted autocrat Hosni Mubarak.

The mostly secular and liberal opposition will likely trail as they did in the last election for parliament's lawmaking, lower house in late 2011 and early 2012 ? a pattern consistent with every nationwide election post-Mubarak.

President Morsi's Brotherhood-dominated administration has been unable to curb the street protests, strikes and crime that have defined Egypt in the two years since the uprising.

In fact, the unrest has only grown more intense, more effective and has spread around the country in the nearly eight months that Morsi has been in office.

On any given day, a diverse variety of protesters across much of the troubled nation press demands of all sorts or voice opposition to Morsi and the Brotherhood.

Sunday was a case in point.

Thousands of brick workers blocked railroad tracks from a city south of Cairo for a second successive day to protest rising prices of industrial fuel oil, crippling transportation around the country of 85 million.

The rise resulted from the government's decision last week to lift subsidies on some fuel prices. It is part of a reform program aimed at securing a $4.8 billion loan from the International Monetary Fund.

Meanwhile there are ample signs that Egypt's economy is deteriorating steadily.

Foreign reserves have dropped by nearly two thirds since Mubarak's departure, the key tourism sector is in a deep slump and the local currency has fallen nearly 10 percent against the dollar in the last two months.

Khaled el-Hawari, a marketing executive in one of the brick factories, said industrial fuel oil prices increased by 50 percent, threatening the business and the livelihoods of hundreds of workers who could be laid off.

"No one is listening to us or responding," he said. "We plan to protest outside the Cabinet next."

In the Nile Delta province of Kafr el-Sheikh, hundreds of quarry workers stormed the local government building, forcing staff to flee. The workers are demanding permanent employment in the factory. They chanted against the recently appointed local governor, a member of the Muslim Brotherhood.

In the coastal city of Port Said, a general strike entered its second week on Sunday. The city has practically come to a halt as thousands of workers from the main industrial area joined the strike.

When asked about the strike in Port Said, Morsi suggested that the unrest there was primarily the work of "outlaws" and "thugs" who intimidated residents to take part in the general strike. He vowed to deal decisively with them in Port Said and elsewhere in the country.

"There is no place for thugs or those who resort to violence," Morsi said in the interview, recorded on Sunday but aired Monday 5 ? hours behind schedule.

Calls for a civil strike in line with the one in Port Said have spread around Egypt. A group of protesters blocked the entrance to a major administrative building in Cairo's Tahrir Square, stopping citizens from entering and prompting small scuffles.

But Port Said is emerging as a prime example of how the popular discontent is evolving into sustained anti-government action. There are even calls in Port Said for secession which, while not realistic, indicate the depth of anger.

Activists there are demanding retribution for more than 40 residents killed there last month, allegedly by police.

The killings took place amid a wave of anger that swept the city after a Cairo court passed death sentences against 21 people, mostly from Port Said, for their part in Egypt's worst soccer disaster on Feb. 1 2012. Morsi said in the interview that he has ordered an investigation into the killings and that he planned a visit to Port Said but did not say when.

Morsi's supporters say that delaying elections, protesting and boycotting are affecting Egypt's ability to lure foreign investors and tourists again as the economy deteriorates.

Lack of confidence in law enforcement has reached a point where villagers sometimes hunt down alleged killers, lynch them and burn their bodies with police unable or unwilling to intervene.

With violent crime on the rise, rights groups accuse police under Morsi of falling back to the brutal methods and impunity of the Mubarak days.

The opposition, which led the uprising against Mubarak, is showing signs of disarray.

Another emphatic Islamist victory, especially if enough opposition groups do not heed ElBardei's boycott call, is likely to deal a body blow to the National Salvation Front ? the main opposition coalition.

In short, there is no end in sight to the growing popular discontent with Morsi's rule and the Brotherhood, who are accused by opponents of monopolizing power.

Already, ElBaradei's call for a boycott has sown divisions with his movement, with some of its leading figures saying the former director of the U.N. nuclear agency spoke prematurely and without sufficient consultation with other leaders. Others said they would heed the boycott call.

Ahmed Maher, the leader of the opposition April 6 youth group, said if the entire opposition does not join the boycott, it would be a "gift" to the Brotherhood and would accord legitimacy to a Brotherhood-dominated parliament. A successful boycott, he added in a statement, must be accompanied with a "parallel" parliament and a shadow government for it to be effective.

Significantly, some activists say that with international monitoring of the upcoming elections to prevent widespread fraud, the Brotherhood and their Salafi allies may not get the comfortable win they are hoping for.

"Entire cities and provinces have turned against the Brotherhood," said activist Ahmed Badawi. "This is a good time to defeat the Brotherhood because the economic crisis is hurting people's lives and they are angry."

But Gad, the former lawmaker, pointed out that staggering the elections over a two-month period would only benefit the Brotherhood, which had gained valuable election expertise when it had for years under Mubarak fielded candidates in parliamentary elections as independents.

"They have their election pros who will now be put to work in all four stages to ensure their supporters go out and vote while orchestrating soft fraud which, if widespread, can alter the results," said Gad.

The Brotherhood has been repeatedly accused of influencing voters at polling centers, campaigning on voting day in violation of the law and taking advantage of the relatively high percentage of illiteracy among voters. Some also accuse the Brotherhood of buying votes, exploiting the country's widespread poverty.

The Brotherhood denies the charges and counters them by boasting of its superior organizational skills. The group said it has the legitimacy of its consistent victories at the ballot box and accuses its opponent of trying to overthrow a democratically elected government.

In the interview with the private Mehwar television, Morsi also tried to improve his standing nearly eight months into his four-year term.

He repeatedly declared that he was a "president for all Egyptians," claimed he had no quarrel with any of the nation's political forces and reasserted his respect and confidence in the powerful military, which has recently shown signs of impatience with Morsi's rule.

He vowed to continue his four-year term and, in an emotional bid to win public sympathy, said: "I hope that my fellow Egyptians will forgive me if they see me making a mistake."

He added: "We are together walking a path that is covered with thorns, but our feet are thick and we will complete the journey together even though our feet are bloody."

Huge protest vote leaves Italy facing deadlock

ROME (Reuters) - A huge protest vote by Italians enraged by economic hardship and political corruption left the euro zone's third-largest economy facing a dangerous vacuum on Monday after an election in which no group won enough votes to form a government.

The result, in which anti-euro parties took more than 50 percent of the vote and a novice populist movement scored a stunning success, rocked global markets with fears of a new euro zone crisis.

Europe's common currency slumped against the dollar and yen and U.S. stocks suffered their biggest one-day drop since November.

With more than 99 percent of returns in from polling stations, results showed the center-left had taken a slim victory of around 130,000 votes in the lower house of parliament, enough to give it comfortable control thanks to a big winner's bonus.

But no party or likely coalition won enough seats to form a majority in the upper house, creating a deadlocked parliament - the opposite of the stable result that Italy desperately needs to tackle a deep recession, rising unemployment and a massive public debt.

The outcome fanned fears of a new European financial crisis, with prospects of a long period of paralysis and uncertainty in Italy.

"This is the worst possible outcome from the market's point of view ... It seems inevitable that there will be a new election," said Alessandro Tentori, Citigroup head of global rates.

The result was an extraordinary success for Genoese comic Beppe Grillo, leader of the populist 5-Star Movement, who toured the country in his first national election campaign hurling obscenity-laced insults against a discredited political class.

He was set to become the biggest single party in the lower house, riding a potent wave of anger against rampant waste and corruption by ageing political leaders.

His success fulfilled the predictions of some analysts that the most uncertain and closely watched election in years would herald a political revolution. "This is the end of a system, not a government," respected commentator Massimo Franco told Reuters before the vote.

Grillo polled more around a quarter of the vote in a meteoric rise from the 1.8 percent he garnered in his movement's first local political test in 2010.

The result was a humiliating slap in the face for colorless center-left leader Pier Luigi Bersani, who threw away a 10-point opinion-poll lead less than two months ago against Silvio Berlusconi's center right.

He failed to turn up for a press conference after the result became clear. His deputy, Enrico Letta, as well as outgoing technocrat premier Mario Monti, said responsible forces must form a government and avoid another election. But the result raised a big question over whether that would be possible.

Billionaire media magnate Berlusconi, 76, who staged an extraordinary comeback from sex and corruption scandals since diving into the campaign in December, came in a close second in the Senate race, with an estimated 117 seats.

With almost all results in, the center-left was set to take 121 seats in the upper house, Grillo 54, and Monti languishing on only 22 after a campaign which never took off. The Senate majority is 158.

Berlusconi, a master politician and communicator, wooed voters with a blitz of television appearances and promises to refund Monti's hated housing tax despite accusations from opponents that this was an impossible vote buying trick.

Grillo has attacked all sides in the campaign and ruled out a formal alliance with any group although it was not immediately known how he would react to his stunning success or how his supporters would behave in parliament.

The next move to solve the crisis will be when head of state Giorgio Napolitano calls in political leaders to discuss how to form a government. But this is not expected until March 10 after the election result is formally confirmed and parliament convened.

Letta said the center-left, as biggest party in the lower house, had the right to be the first to try to form a government.

DANGER OF NEW ELECTION

Investors fear a return of the kind of debt crisis that took the euro zone close to disaster and brought the technocrat Monti to office, replacing Berlusconi, in 2011.

The results showed more than half of Italians had voted for the anti-euro platforms of Berlusconi and Grillo.

A center-left government either alone or ruling with Monti had been seen by investors as the best guarantee of measures to combat a deep recession and stagnant growth in Italy, which is pivotal to stability in the currency union.

But the failure of Monti to gain traction at the head of a centrist force, despite support from business leaders and foreign governments, and the weak showing by the center-left meant they do not have nearly enough Senators to do this.

The upper and lower houses have equal law-making power.

The benchmark spread between Italian 10-year bonds and their German equivalent widened from below 260 basis points to above 300 and the Italian share index lost all its previous gains after projections of the Senate result.

Monti helped save Italy from a debt crisis when Rome's borrowing costs were spiraling out of control in November 2011, but few Italians now see him as the savior of the country, which is reeling under its longest recession for 20 years.

Grillo's movement rode a wave of voter anger about both the pain of Monti's austerity program and a string of political and corporate scandals. It had particular appeal for a frustrated younger generation shut out of full-time jobs.

"I'm sick of the scandals and the stealing," said Paolo Gentile, a 49-year-old Rome lawyer who voted for 5-Star. "We need some young, new people in parliament, not the old parties that are totally discredited."

Berlusconi, a billionaire media tycoon, exploited anger against Monti's austerity program, accusing him of being a puppet of German Chancellor Angela Merkel, but in many areas Grillo was a bigger beneficiary of public discontent.

Italians wrung their hands at prospects of an inconclusive result that will mean more delays to essential reforms.

"It's a classic result. Typically Italian. It means the country is not united. It is an expression of a country that does not work. I knew this would happen," said 36-year-old Rome office worker Roberta Federica.

Another office worker, Elisabetta Carlotta, 46, shook her head in disbelief. "We can't go on like this," she said.
